We are pleased to share an important update from the Department of Higher Education and Training (DHET). On the 23rd of May 2024, the DHET issued a Call for Comments on the Recognition of Prior Learning (RPL) Implementation Framework in the Post-School Education and Training (PSET) System. This announcement has been made under section 8(2)(b) of the National Qualifications Framework Act, 2008 (Act No. 67 of 2008) (NQF Act) by the Minister of Higher Education, Science and Innovation, Bonginkosi Emmanuel Nzimande.

Background and Purpose

The new RPL Implementation Framework has been developed following a comprehensive study conducted by the DHET in 2022 and after extensive consultation with stakeholders. This framework is set to replace the RPL Coordination Policy of 2016, aiming to enhance and streamline the recognition of prior learning across the PSET system.

Invitation for Public Comments

We encourage all interested parties within the private higher education sector to participate in this vital consultation process. Your feedback and insights will be instrumental in shaping the final framework. The DHET is inviting comments from individuals and organisations to ensure that the new framework reflects the needs and perspectives of all stakeholders.

Closing Date: 30 March 2021

The Quality Council for Trades and Occupations (QCTO), in consultation with the South African Qualification Authority, is asking you to comment on the deregistered misallocated pre-2009 qualifications as well as the pre-2009 qualifications intended to be deregistered as they are using HEQSF nomenclature on the OQSF.

Comments can be emailed to publiccomments@qcto.org.za by no later than Tuesday, 30 March 2021

The public comments process is intended to enable the QCTO to obtain substantive evidence to be used to make a recommendation:

a) For the re-registration of deregistered qualifications in relation to Annexure A up until 30 June 2023 in line with the transitional arrangement provided for as part of pre 2009 qualifications (under the SAQA Act, 1995) as outlined in the Ministerial determination in Gazette 344031 of 24 December 2020.

b) For the immediate deactivation of qualifications that are no longer utilised and only keep those that are still being offered up until 30 June 2023 in line with the transitional arrangement provided for as part of pre 2009 qualifications (under the SAQA Act, 1995) as outlined in the Ministerial determination in Gazette 344031 of 24 December 2020.
